Less tourists and a more comfortable heat make early May and September the best months for a relaxing time. And less chance of water shortages which occur more frequently during the busier high season. It can rain a fair bit during winter but with average temperatures around 15 Celsius in December, New Years Eve is a great time to visit. The party in Kotor Old Town is really something.
